Job Purpose

To be the focal point of contact with donors. The responsibility for the financial and compliance side of the programs from the budgeting phase, tracking & monitor the project implementation (payments and documentation), till reporting and close the program financially.

Key Responsibilities

  • Participate in the preparation of the grant budget/spending & procurement plans.
  • To be the budget holder of the grant; ensuring the procurement and recruitment are in line with the budget and in accordance with donor regulations.
  • Oversee and monitor the transactions and expenditures related to the program/grant. And,
  • Ensure all transactions are in compliance with ACU policies and donor regulations and in line with grant budget.
  • Lead the preparation of the grant financial reports (TJ, Ledgers, BvA, … Etc.) as required by the grant agreement and by Finance/Grants Manager.
  • Conduct regular meetings with donors; discuss any over/under budget lines and over/under spend lines, and suggest any needed modifications or reallocation between the budget lines.
  • Ensure the availability and accessibility of the backup documentation in both hard & soft copies.
  • Keep the relevant staff informed about upcoming deadlines and deliverables, thereby ensuring the smooth completion of work responsibilities
  • Work with the finance team in the reconciliation of grant payments, records, and grant bank/cash balance.
  • Work closely with the auditors to ensure a smooth of the audit process by providing any required documentation, justifications, and information and to clear any comments.
  • Work with the programs team, finance team, and grants team to develop, write, and submit proposals and budgets.

Qualification (Education/Work Experience/Languages)

Job Summary

WASH Officer will be responsible for implementing and reporting the activities of the WASH program, including:

  • Assess needs for WASH interventions (Water, Sanitation, and Hygiene facilities) remotely.
  • Ensure the project will satisfy the needs of the beneficiaries and provide oversight of water source construction and sanitation projects remotely to ensure quality.
  • Ensure that water projects consider the requirements of humanitarian work regarding women, children, and the most vulnerable people.
  • When need be, Represent ACU in coordination meetings such as the WASH cluster and other cluster meetings.
  • Responsible for carrying out all required checks of all laboratory experiments to test the water and wastewater quality conducted in the field.

Duties, Key Responsibilities

Responsible for managing specific projects or project components of multiple projects, including:

Project(s) management 

  • Responsible for managing the project day-to-day activities in line with field program team in line with the work plans and agreed policies/ SOPs of ACU as well as donors.
  • Following up the project’s implementation stages in accordance with the proposal and work plan and report the project progress to the program manager as agreed.
  • Follow up the implementation process and recognize the obstacles and solve them/ request support from Program Manager.
  • To deal with various data collection tools, analyze the data and highlight the findings.
  • Collaborate with the MEAL department to ensure all monitoring activities are applied and completed.
  • accordingly, review the MEAL reports (including RNAs, PDMs, etc) received and utilize them for evidence-based project management.
  • Raising Procurement requests and recruitment requests in line with the budget and monitoring the progress in close coordination with the relevant department.
  • Following up the project’s staff issues in a timely and appropriate manner.
  • Following the financial policies and procedures of both ACU and partner to ensure that transactions are properly documented.

Reporting:

  • Preparing monthly narrative report timely and accurately.
  • Tracking the admin and financial issues in an issue log.
  • Reviewing the databases and ensuring that they are properly prepared before submission to the donors.

Accountability and safeguarding: 

  • Monitor and address the complaints and feedback received under the assigned projects in coordination with the accountability officer.
  • Identify lessons learned from the complaints and feedback received and apply them to the project, where possible
  • Collaborate with the safeguarding focal point to ensure all child safeguarding and PSEA measures are applied and followed in the project.
  • Commitment to implementing the policies by considering them when planning and designing activities as well as when receiving complaints or observing issues related to this matter and fulfilling their obligation to report it directly via the assigned channels or directly to senior management. Raising awareness to their assigned staff of the child safeguarding and PSEA policy plus reporting mechanisms and how to deal with it.

Water and wastewater quality monitoring supervising : 

  • Carry out the required check for all laboratory assessments to test water quality and wastewater attributes, including but not limited to fecal coliforms, FRC, PH, TDS, turbidity, total hardness, Fe, BOD, COD, …etc., and provide the technical recommendations as per the results.
  • Carry out all needed procurement processes to ensure the availability of chlorine and detectors within the warehouse.
  • Collect, clean, and share the data of water stations and all data related and share it with the Data Officer to reflect them within the dashboards.
  • Work closely with Field WASH Officers and provide the required knowledge and training to ensure their ability to carry out water and wastewater tests in the right way.
  • Develop the SOPs for water and wastewater tests.
  • Provide the Wash Manager with weekly, bi-weekly, monthly, and quarterly reports, alerting the organizations and WASH cluster of extremely poor WASH situations immediately.

Coordination: 

  • Facilitate the coordination with the MEAL and supporting departments, including finance, Media, logistics, and HR.

Job Purpose
• To show the required indicators for IMU products and services through visualizing and analyzing the received raw data from the IMU’s network of enumerators in Syria after validating and cleaning it, as clear graphs, charts and tables. This job is considered the backbone of the information processing capacity.

Responsibilities

• To process qualitative and quantitative data (received from the data management officer) so the GIS and the reporting officers can further process the generated information.
• To create pivot tables, heatmaps, charts of assessment databases, qualitative analysis of secondary data, creating case studies, etc.
• To support the network officers and the manager in the design of assessment methodologies and sampling techniques etc.
• To design structured questionnaires for IMU products.
• To program the questionnaires and surveys on Kobo.
• set all validation rules to minimize the range of errors during field data collection.
• To produce online interactive reports and studies based on the received data.
• To prepare tables containing information from the available datasets as requested.
• To establish sampling methods for the data collection in Syria that apply the rules of representative sampling methods.
• To clean and validate the raw data before processing and analysis with the network officers.
• To archive the data, including (raw data, clean data, and analyzed data) on SharePoint after the closure of each project/product.
• To process case-specific information requests.
• To attend Cluster meetings, present IMU products there and engage with UN cluster leads.
• To present IMU products professionally in English/Arabic languages in meetings.
• To prepare relevant reports.

Note: the above-mentioned key responsibilities/accountabilities are illustrative ones. Depending on the department’s organizational chart, other future responsibilities/accountabilities may be assigned to the job.

Qualification (Education/Work Experience/Languages)

a. Essential:

  • Education: Bachelor’s degree in software engineering or Mathematical Statistics.
