in the areas non-held by the Syrian regime

The Information Management Unit (IMU) of Assistance Coordination Unit (ACU) and the Syrian Legal Platform’s experts issued a report on the local councils located within the areas outside the regime’s control in the governorates of Idleb, Aleppo, Ar-Raqqa, Al-Hasakeh and Deir ez-Zor. The study included conducting questionnaires with KIs in the local councils, in addition to questionnaires with the residents. The report includes the following sections: The Formation and Development of Local Administration System, the historical development of the local administration in Syria, the general basis of the administrative organization, the reflection of the general basis of the local administrative organization on the reality of the areas non-held by the Syrian regime.
